Is the EU losing war of talents?

Is the EU friendly towards foreign students who would like to get qualifications in Europe? A case in Germany, where a Tunisian student, Mohamed Ali Ben Alaya, saw his visa refused by the local authorities, could cast a dark shadow over the EU's behavior towards international students. However, this German case shouldn't be taken as common in Europe, where most of the 190 000 non-EU students each year don't have any visa problems. But a majority of these young talents don't stay after their studies.
