The amount of unpaid bills for regional policies hasn't stopped increasing during the last years. Some member states who don't want to pay are pointed out by the Danish MEP Anne Jensen. However, according to the European Commission the situation is not comparable to the US shut-down.
The conciliation talks between the European Parliament and the Council -- which have started on November 4 - are not a piece of cake, because despite the huge deficit, the 2014 EU budget should be lower by 6% than this year. Moreover, the European Parliament would like to increase the payments by 1.4 billion euros compared to what the Council agreed. Some member states - especially Northern ones - don't want to pay more, but the German MEP Helga Trupel, a member of the Greens at the European Parliament, said that it is in each EU country's own interest to receive the money. A final agreement on next year's budget has to be found on November 13.
